چکیده
In the May/June 1993 issue of the Journal of Forensic Identification, an editorial written by Mssrs. Watling and Evans was published entitled “NIST (National Institute of Standards and Technology) Standards on Livescan”. To a readership not familiar with the American National Standards Institute (ANSI) standards process, the authors put forth several arguments in support of their opinions. Unfortunately, much of the information contained in the editorial is erroneous.

The ANSI/NIST-ITL standard update for 2011 (data format for the interchange of fingerprint, facial and other biometric information)
This article describes the ANSI/NIST-ITL standard: its origin, contents, and how it is used and updated. It is the principal standard used for the formatting and encoding of biometric data and related textual information for law enforcement, homeland security, and military applications throughout the world. The first version of the standard appeared in 1986, and it has been updated several time...

This report documents the biometric image software distribution developed by the National Institute of Standards and Technology (NIST) for the Federal Bureau of Investigation (FBI) and Department of Homeland Security (DHS). Provided is a collection of application programs, utilities, and source code libraries. The NBIS software is organized in two categories: nonexport controlled and export con...
متن کاملSemantic Conformance Testing Methodology for Finger Minutiae Data
This paper proposes a methodology to measure the semantic conformance rate of standardized biometric minutia interchange records. The paper proposes a fingerprint modality specific assertion test. A conformance test based on this methodology can attest for a given algorithm or software under test that the generated minutiae templates are a faithful representation of the input signal (i.e. finge...
متن کاملSummary of NIST Patriot Act Recommendations
1. One-to-One Matching (Verification) -NIST recommends one face and two index fingerprints for verification. All three biometrics should be in image form. The face image should conform to the ANSI/INCITS 385-2004 standard. The fingerprint images should conform to the ANSI/INCITS 381-2004 standard with 500 dots per inch (dpi) scan resolution. 2. One-to-Many Matching (Identification) -NIST recomm...
متن کاملTowards Improving the NIST Fingerprint Image Quality (NFIQ) Algorithm
The NIST Fingerprint Image Quality (NFIQ) algorithm has become a standard method to assess fingerprint image quality. However, in many applications a more accurate and reliable assessment is desirable. In this publication, we report on our efforts to optimize the NFIQ algorithm by a retraining of the underlying neural network based on a large fingerprint image database. Although we only achieve...
